I'm referring to... well has anyone seen SLC Punk, or read Blue Monday? I've got the idea that a "mod" is someone who wears a suit and rides a scooter but... that's about it. I have no idea what one is.

a moderator or (mod) for short is someone who is just like a adminastrator except the Mod doesn't have full controll like the Admin. does.

A mod is something you put in your Override Folder for Star Wars: Knights of the Old Republic. It gives you various things, like modified armor or weapons, or it modifies things, like starting your romance with Bastila Shan earlier. Perhpaps you should mention what type of "mod" you mean more specificly.
A mod is something you do to your computer to make it better.

The mods were a music culture back in the 70's or whatever, much in the same way you have hip-hoppers, emos or punks now. They listened to certain music, dressed a certain way, and shit like that. I think it was mainly a British thing, I am not aware of anything like this in the USA. Watch the film Quadrophenia for an idea what the mod culture was like.

The only exception to this is ofcourse Meneerdijk, whose scooter is amazing, etc.
