Nah, those are blogs. The closest forum to this one is probably Thats Beijing, but that's mainly for people in the capital; presumably there will be equivalents for other places, or at least SH, GZ, SZ.

Peking Duck has a forum. Not quite like OP9 though.

You can also try Shanghaiist and Asiaxpat.

theres a forum for a highchool in Suzhou (south of shanghai) which i became aware of when i was there. Its kinda shaky though, and the registration process makes you jump through hoops.
