I believe he was arrested for staring at the little boy in the bathroom. At least, that's what the article said, since the boy's father is the one who reported it to the police.

Plus, considering that he was convicted of rape before, it's probably being considered a sexual harassment crime of some sort. Hell, maybe it's just illegal to capture someone's pee without consent.

I recall a story of a man who went to his doctor because his breasts hurt. After some tests it was discovered he had alot of estrogen. The doctor asked him if he knew why, and the man said he liked to drink womens urine. He would sometimes have random women pee into a thermos and brink it home to drink. (Think birth-control, through the diegestive system, out the urine). He couldn't stop, he was compelled to do it, and eventually he had an early heart attack and died because of it.
