Do you mean yukata?
It's pretty common for little girls to wear yukata-dresses to festivals recently. It's really cute when done properly but on older people it looks weird and can easily be considered Wa-lolita :teacher:

But I mean, there's gotta be a term though to differentiate between fullsized (covers the legs) yukata and the half sized version in that video. (Where it only goes to the waist and doesn't cover the legs on adults).
I want to draw it but I lack reference materials. And google for "yukata" only brings up the full version >:

It's a yukata dress or look up wa-lolita either one comes up with tons of pictures, I hope this helps

I've seen the clothing in anime every once in a while, kinda like a ninja tunic or idol wear, its basically looks to be a yukata that just goes to your waist over a normal skirt. It looks practical enough I'm surprised it isn't in fashion.
Now I'm certain everyone knows what a TARDIS is/looks like.

Is there anything in Japan remotely this size and shape that you could find in a major city? I have an idea for a Doctor Who spinoff webmanga but I don't want to use the original blue box tardis as it wouldn't make sense.

I've seen them for little girls like elementary and younger at Aeon and the like here in Nagoya.
@Raenir, I think you may be trying to find either a happi coat, haori, or the top to a jinbei instead. Those are all shaped like what you want but are meant to be worn only to the hip

An idea I have been thinking of is that, while the original TARDIS was "broken" and couldnt change from the police box, in my story they doesnt have to be the case and can turn into whatever the plot demands; subway booth, photobox, tool shed at the back of the school, a bus, etc.
Which I mgiht settle on in the end, but its unfortunate there doesnt seem to be a stereotypical Japanese high tech gadgety thing in Japan that looks like a supped up TARDIS.

A purikura booth is the best idea ever. Those photo booths are everywhere -- for licenses, for purikura, for making out.

My teacher for Japanese (who is from Osaka) keeps using "dewa" alone on its own, what does it mean in this context?

Yeah, that's what I'd say. では isn't Kansai-ben/exclusive to kansai or anything like that btw. I actually kinda doubt that your teacher is going to be using much Kansai ben in general explanations of things. At most schools they generally try to keep things pretty neutral sounding to avoid confusion early on.
