I personally believe it to be Sigfried Von Schradier III.
His real name is Jeff, it's on the picture Moeko drew him in the special.

If you really want to find out his name do a search for the owner of OP9, else wise I'm sure he'd post his name up here if he really wanted it to be public knowledge.
