In a month or so I'm going to have to submit a paper and give a 10 minute presentation on this somewhat general topic. The reason I chose it out of the list of possible topics dealing with education reform in Japan deals primarily with what I've heard regarding what I guess you may call the 'power structure' among these groups. I remember reading about how it's difficult for teachers to maintain order in their classes because there isn't much they can do to discipline students when they are guaranteed to pass, at least through I believe it was the middle school level, correct me if I'm wrong.

I'm looking to explore these sorts of relationships in a bit more depth, so if any of you have recommendations for items I could research within this category, or other problems that are beings discussed regarding the rights and roles of these groups it would be much appreciated.
