Not as good as some of the replies on my last post, but I figured I'd share anyways:
So I was at school today, looking at the calendar, when I noticed that October 10th was Japan's national sports and health day. When I asked about it, I was told that it was always on October 10th because October 10th is ALWAYS sunny, EVERY year, without exception. I was like "for real?" and the women I was talking to said "I saw it on TV so of course it's true!"....oh yeah, and apparently it used to be on a different day but they had to change it because it actually rained that time.

 You are probably missing the point.

As far as I know and I am seriouly sure that Sports Day, the second Monday in October, is a national holiday.

Previously it always used to be held on October 10th, but this changed in 2000.

In 1964, Tokyo staged the summer Olympics for the first time.
At that time, October 10th was chosen as the opening day just because historically and statistically this had the highest probability of a clear day.

Nobody in this country believes that October 10th is always sunny without exception. :p
